Dear Honorable Member of Congress:
I am writing to express my deep concern about the Philippine government's policy of killing, abducting and torturing peaceful critics of the current administration who are simply exercising their democratic right to freely express their political beliefs. As a US taxpayer, I am particularly troubled by the fact that my tax dollars may be going to the Philippines in the form of military aid and may be being used to commit these human rights violations.
In recent years, institutions and organizations, like the United Nations, Amnesty International, and Human Rights Watch, have investigated the situation in the Philippines and have found the Philippine military and their counter-insurgency policies to be responsible for the politically motivated killings. They have also criticized the Philippine government's failure to investigate the killings and prosecute the killers which has contributed to a culture of impunity in the military.
I believe the US government is obligated to support democracy in the Philippines and is bound by law to ensure the funds they provide are not being used to promote human rights violations in the country. Therefore, I would like to see the final version of the State Department Foreign Operations Appropriations Bill for the Philippine Government (H.R. 2764):
(1) Limit the amount of military aid to the Philippines to the $11.1 million requested by the U.S. House of Representatives and the US State Department in the Congressional Budget Justification; Foreign Assistance and USAID Operations FY 2008 Budget Request.
(2) Ensure that the human rights conditions passed by the US Senate are applied to the entire amount of military aid to the Philippines (Sec. 688, H.R. 2764 EAS); and
(3) Make publicly available the reports by the Department of State requested by the Senate committee in Sec. 671 and Sec. 688 in H.R. 2764 EAS in order to promote greater transparency and understanding between the United States and the people of the Philippines.
