Subject: Charles Gibson Get Your Facts Straight about Cap Gains


Dear Charles Gibson:

In the April 16 2008 Democratic Debate you claimed that lowering the capital gains tax during the 1990s raised revenue. This assumption is false. According to Jonathan Cohn of The Plank, there is no direct evidence to suggest that the capital gains cuts in 1997 and 2003 impacted medium-to-long term revenue loss.

Mr. Cohn writes: "the experience after the 1997 cut and the 2003 cut is not a meaningful way to assess the impact of capital gains tax cuts on revenues because so many things were happening simultaneously."

He continues, "capital gains revenues can go up or down by tens of billions annually. So it is hard to look at the noisy data and infer ex post the revenue impact of these changes."

Propagating falsehoods is not the role of major broadcasting news outlet a in a national presidential debate.
