Dear Chairman DeLeo:

I am writing to express my strong support for HB 2407, an act relative to floor finishing products. This proposed legislation takes a pragmatic approach to the widespread problem of fires in this industry caused by the combustion of highly flammable floor products. It is a high priority for our group, and we urgently await your decision on this important matter.
Numerous fires erupt each year in the Commonwealth as a result of the combustion of refinishing and sealing chemicals commonly used in the floor finishing industry. In 2004, two Vietnamese floor sanders working in Somerville died when the flooring chemicals they used ignited. Two other workers suffered severe burns and injuries. Less than a year later, another Vietnamese worker was killed in a similar fire in Hull. These fires have resulted in a property loss value of over 1.5 million dollars and present enormous risks to workers and building occupants.
In virtually every instance, the use of highly flammable floor products (those with flashpoints below 100 degrees Fahrenheit) was the primary contributor to the fires and deaths. Because these products can ignite at such low temperatures and can have a wide range of triggers – dust, high temperatures, and electrical sparks, to name a few - simply instituting safety precautions won’t eliminate the significant risk. There are less flammable products that are available and are widely available, making these flammable products completely unnecessary.
This bill is universally supported by companies that distribute floor products. These companies agree that these products should be removed from the market but need for it to be done legislatively in order to level the playing field for all distributors.

It is time for Massachusetts to be proactive in protecting homeowners, building occupants, workers and firefighters from the risk of fire from the combustion of floor finishing products. Again, we ask you to grant this proposed legislation a favorable report and pass this bill this session.
