Dear Chairman Panagiotakos:

I am writing to ask you to support House Bill 1866/Senate Bill 1088, which would extend OSHA safety protections to public employees.

Public employees pick up our trash, put out our fires, care for our disabled and provide needed services for the state, in cities and towns or counties. Since 1990, more than 100 public employees in the Commonwealth of Massachusetts have lost their lives on the job. Thousands more have been injured or become ill on the job. Yet government entities in the Commonwealth are not required to comply with OSHA standards that apply to private sector workers who perform the same kinds of work that public employees do.

OSHA standards work. According to the Occupational Safety and Health Administration, the fatality rate for private sector employees has been cut in half since OSHA’s inception in 1970. The overall injury and illness rates have declined in industries where OSHA has concentrated its efforts. A majority of states have already agreed to apply OSHA standards voluntarily to their state and municipal employees.

The state will save lives and money. Each year, Massachusetts taxpayers spend more than $50 million in workers’ compensation costs for injuries and illnesses for state employees alone. The costs for all state county and municipal employees are estimated at almost $200 million per year. Massachusetts will save millions of dollars – or even tens of millions of dollars – in workers’ compensation and related sick leave costs by adopting OSHA standards. If an OSHA-compliant safety plan prevented just one accident in ten, the savings for state agencies would exceed $5 million per year

Please move this bill favorably through your committee as quickly as possible. It’s the right thing to do.
