Dear Gov. Schwarzenegger and CPUC Commissioners,
Please heed the findings of the Environmental Impact Report on the Sunrise Powerlink. Many alternatives are superior to this proposed transmission line, which would be unnecessarily destructive no matter what route it might take.
The Sunrise Powerlink is unnecessary because:
--The point of California's renewable energy mandate is to displace fossil power, not simply to supplement it. This should be done by displacing fossil imports on existing transmission lines with renewable energy. The Southwest Powerlink is available to carry renewable power from Imperial County, it has capacity available, and the power that it does carry is more than 95% derived from fossil fuels.
--The Environmental Impact Report lists two forms of "in-basin" generation as environmentally superior to the Sunrise Powerlink. Beyond these, the San Diego Smart Energy 2020 plan, which has been presented to the Governor's staff, is environmentally superior to the alternatives covered in the EIR. This plan will allow San Diego to achieve a 50% reduction in our energy-related carbon footprint, all without destroying our backcountry, deserts, parks, and wilderness areas.
--Recent price decreases in photovoltaic solar technology make this technology economically superior to large-scale solar facilities that use concentrating solar technologies. The market is already moving in this direction. Since this technology can be placed in urban areas right where it's needed, this option should be exploited fully before we begin building any new transmission.
--The idea that California or San Diego has transmission bottlenecks is a myth generated by large power companies. As new technologies make local generation cleaner and more efficient, these large transmission lines will become even less necessary. Let's move forward with 21st century approaches rather than relying on outdated technologies.
