Dear Mr. Sadredin,
I am writing to support Merced residents who will be directly affected by the Wal-Mart distribution center proposed in the southeastern corner of the city of Merced. A community survey of over 400 southeast Merced residents conducted in the past six months found that approximately 45% have either been diagnosed with asthma, suffer from respiratory problems or use an inhaler to help them breathe, or have a family member who does. This is already an overburdened neighborhood, and the proposed distribution center may make a difficult situation worse.
For over three years, Merced residents have expressed their concern over the proximity of Wal-Mart's proposed truck route to nearby families, students and workers. These sensitive receptors include staff and students at Pioneer Elementary, located about 1,000 feet from the Campus Parkway, residents in the Sandcastle neighborhood adjacent to the Parkway, and a planned elementary school adjacent to the Campus Parkway.
I ask that:
* The Air District conduct a full Health Risk Assessment (HRA) that studies the exposure of sensitive receptors to both on- and off-site emissions generated by the project. The HRA included in the Draft Environmental Impact Report (DEIR) studied exposure to only those toxic air contaminants generated on the site itself and found a 7.3 in 1 million elevated cancer risk. We strongly suspect that a full HRA - taking into account off-site diesel truck traffic emissions introduced by the project - would indicate that this project will cause a significant cancer risk for those living, working and attending school in southeast Merced.
* The Air District do everything in its power to protect the health of southeast Merced residents. Any voluntary agreement between Wal-Mart and the Air District or permitting activity by the Air District must take the full extent of local air quality impacts introduced by the project into account. We want to ensure that the real world health impacts of local operational particulate exposure to sensitive receptors - our members, neighbors, family and friends - are taken seriously and mitigated to zero.
We trust that Air District staff understand the gravity of living in such close proximity to elevated levels of diesel exhaust. With your staff's guidance and technical expertise, we can understand the true risks posed by this project and take steps to protect the health of residents most affected by the proposed Wal-Mart Distribution Center.
