Your Personal Statement

Dear Elected Representative,

I am a constituent, and I oppose putting slots parlors next to our city's neighborhoods. City Council should reject this unprecedented targeting of city residents for the predatory slots business.

At the very least, you can stop giving casinos a blank check to exploit Philadelphians. I am concerned that you have not been doing everything in your power to advocate for and enact laws offering Philadelphians basic consumer protections against slots parlors' worst abuses and most unfair practices.

Before passing zoning laws or signing off on cheapened casino plans, first make the effort to enact basic consumer protections, hold public hearings, demand studies, work with state legislators - in short, explore and use the full extent of your powers to advocate on behalf of Philadelphians. I ask you to seek the following protections against predatory gambling:

Prohibit slots parlors from staying open 24 hours a day, 7 days a week. This is a predatory practice designed to prevent compulsive gamblers from taking a break.

Don't allow slots parlors to offer unlimited free alcohol. This impairs judgment and leads to more gambling addiction.  By serving free alcohol 24/7, the slots parlors would create a public safety hazard in the form of drunk drivers.

Prohibit lending institutions, machines or services on the gambling floor as well as check cashing services at casinos. The easy availability of ATMs, credit machines, and check cashing encourages some gamblers to wager more than they intended.

Mandate monthly statements to gamblers. Gamblers should receive monthly statements mailed to their homes by the casinos showing exactly how much they are spending per month in the slots parlor so they and their families can identify problem gambling before it becomes an addiction.

Hold public hearings on the workings of slot machines. Slot machines are the technological equivalent of loaded dice. Consumers should have a right to know how the machines are designed and how they operate.

I understand that the laws are complex and that there are limits to what City government can regulate. But I also know that you can be doing more than you have been doing. Please stand up for the people of your district and the people of Philadelphia by working to put in place consumer protections to limit the damaging impacts of predatory gambling on our community.
