Subject: Please Support the HAPI Ordinance
Dear President Stroger and Cook County Commissioners:
As a resident of Cook County and a member of an organization in the Fair Care Coalition, I am asking you to vote in favor of the Healthcare Access Protection Initiative (HAPI) ordinance, which was introduced on June 16, 2009 and sent to the Finance Committee.
I am greatly concerned by the healthcare crisis in our county and I do not believe we can wait for, nor rely upon, national reform. According to the Gilead's 2009 report "Taking a Closer Look at Illinois Uninsured," there are 1.2 million people in the Cook County region living without insurance. We need local solutions immediately.
The HAPI Ordinance provides such a solution:
>The ordinance sets a threshold for the amount of financial assistance that local hospitals must provide to low-income, uninsured residents.
>The ordinance creates a mechanism for subsidizing the costs that the County healthcare system incurs for treating the indigent.
>The ordinance standardizes the methods by which hospitals inform patients of the availability of financial assistance, thus making the aid much more accessible.
This ordinance will improve access to healthcare for the county's most vulnerable residents. Many hospitals currently spend funds on community benefits. This ordinance assures transparency concerning those funds and insures that these financial resources provide direct and life saving medical care to the uninsured.
This ordinance creates a more efficient process for local hospitals to identify indigent patients, thus breaking down the financial barriers that prevent individuals from seeking the care they need.
With the upcoming 2010 board elections, I will be watching how you vote on this ordinance. Improving access to affordable healthcare is an important issue for me and the member organizations of the Fair Care Coalition. Please vote 'Yes' for the HAPI Ordinance.
The Fair Care Coalition is comprised of: Action Now, Albany Park Neighborhood Council, Brighton Park Neighborhood Council, Center for Tax and Budget Accountability, Chicago Coalition for the Homeless, Emergency Network to Save Cook County Health Services, Lakeview Action Coalition, Logan Square Neighborhood Association, South Austin Coalition Community Council, and West Town Leadership United.
