Your Personal Statement
Dear Commissioner:
I urge you to support the Healthcare Access Protection Initiative (HAPI) Ordinance. HAPI will establish a strong reform framework for distributing the responsibility of delivering indigent care between hospitals with substantial financial resources and the public system. It will improve access to affordable health care for poor and low-income County residents.
HAPI will foster access to health care by requiring that all general hospitals located in the County provide notice to uninsured patients about the availability of financial assistance and the eligibility criteria when the patient arrives at the hospital. Many hospitals tend to obscure this public benefit and send the patient through an aggressive billing and collections process.
Additionally, HAPI requires that hospitals in a strong financial position provide a minimum amount of financial assistance to struggling uninsured families living in Cook County. The regulation is enforced by levying a fee on hospitals that fail to meet the minimum threshold. The fee serves to induce hospitals to meet the minimum standard, not to raise revenue for the public system. All hospitals should be able to meet the threshold and avoid the fee.
Make Cook County a leader in improving access to affordable health care for its most vulnerable residents in a way that does not cost hospitals. We need this ordinance passed as soon as possible because the people of Cook County cannot wait any long. Please stand up to the hospital lobby and vote YES for HAPI.
